Missouri's Secretary of state, Jason Kander, has filed a cease-and-desist order against the organization underwriting bonds for a failed sweetener plant in Mamtek, Mo. The order alleges that the company did not investigate the sweetner company's business plans. Kander said,
"If Morgan Keegan had done its due diligence and investigated the feasibility of Mamtek's business plan we would not be here today. This is unacceptable."
