Today, President Obama meets with NATO Secretary General Anders Fogh Rasmussen. On Friday, he marks Veterans Day with a ceremony at Arlington National Cemetery before traveling to Hawaii for the APEC Summit. After spending the weekend in Hawaii, the President will visit Australia and Indonesia.

The Senate convenes Monday and takes up the 3 percent withholding bill (H.R. 674), which has passed the House. The vote on the motion to proceed is at 5:30 p.m. More from The Hill.

Senate Hearings: TUESDAY—The Armed Services Committee holds a hearing on counterfeit electronic parts in the Defense Department supply chain. The Energy and Natural Resources Committee examines the market for natural gas. THURSDAY—The Finance Committee holds a hearing on unemployment insurance. The Health, Education, Labor and Pensions Committee holds a hearing on “Improving Quality, Lowering Costs: The Role of Health Care Delivery System Reform.”

House Hearings: MONDAY—The House Transportation and Infrastructure Committee holds a hearing on the NextGen air transportation system. TUESDAY—A Small Business subcommittee holds a field hearing on “Examining the Barriers for Small Business Contractors at the Defense Department.”

Executive Branch: Today, Interior Secretary Ken Salazar dedicates the nation’s 397th National Park, Paterson Great Falls National Historical Park in New Jersey. New Secretary of Commerce John Bryson travels to Denver on Tuesday to promote the President’s jobs plan. He then goes to Hawaii for the APEC Summit.
