Hershey Canada pleaded guilty in Canadian court after an investigation by Canada's Competition Bureau allegedly found evidence that employees from Hershey Canada, Nestlé Canada Inc. and Mars Canada Inc. worked together to fix chocolate prices in the country. Hershey was fined US$3.8 million, and John Pecman, the Canadian Coimmissioner of Competition, said,
"Price-fixing is a serious criminal offence, regardless of whether it is in the chocolate confectionery market or any other industry. The collaboration of organizations or individuals is one of our best weapons to bring to light illegal agreements between competitors, which are secretive in nature and very difficult to detect."
