BRUSSELS (Reuters) - Russian President Vladimir Putin on Friday condemned European Union energy legislation as "uncivilized" and said it was unacceptable that its rules were applied retroactively.

Russia is the European Union's biggest natural gas supplier and in turn, the European Union is Russia's biggest customer, but relations between the two are frosty.
