LONDON (Reuters) - European Union member states have backed a plan to bring forward the sale of 120 million EU emissions permits to 2012 from a quota intended for 2013-2020, the bloc's executive Commission said on Wednesday.
The move to auction the permits early was originally aimed at helping power companies hedge forward power sales next year.
The Commission will now submit the plan to the EU Council and the European Parliament for scrutiny.
