WASHINGTON (Reuters) - The U.S. Senate may begin debating a slimmed-down energy bill aimed at reforming offshore drilling as soon as Thursday, but lawmakers in the House are taking up a tougher bill that will likely only complicate the race to get a bill signed into law before November elections.

Senate Majority Leader Harry Reid was expected to unveil his bill later on Tuesday, focusing on holding BP Plc accountable for its massive oil spill in the Gulf of Mexico.
