MOSCOW (Reuters) - Is it a milestone victory for popular protest in Russia or a cynical Kremlin ploy ?

Russian President Dmitry Medvedev Thursday suspended an unpopular project to build a toll motorway through the protected centuries-old Khimki oak forest on the edge of Moscow, saying he wanted time for more discussion.
