WASHINGTON (Reuters) - Senator John Kerry said on Thursday at a town hall meeting that chances to pass a climate bill right now are "very tough."

As time runs short ahead of the Senate's August recess, Majority Leader Harry Reid is trying to craft a bill that would win the required 60 votes in the chamber. He is holding a meeting on the matter with fellow Democrats later on Thursday.
