The news came at a one-day gathering of energy ministers of the Asia-Pacific Economic Cooperation (APEC) forum held as industry concerns grow that the oil spill from a BP drilling rig in the Gulf of Mexico could raise costs, delay new projects and spur tougher offshore regulations.
