Brown’s executive order primarily targets wasteful practices, including watering residential lawns and washing cars.

Last week, Gov. Jerry Brown “ordered a mandatory statewide 25 percent drop in urban water use compared with 2013 levels,” writes Fenit Nirappil of The Associated Press.

Brown’s executive order primarily targets wasteful practices, including watering residential lawns and washing cars. Local agencies can enforce specific restrictions, but the bulk of the burden rests on the shoulders of Californians who are now charged with changing their lifestyles.
