Vice President Joe Biden says his central message to Democrats is not to apologize for the party's policies heading into the 2014 midterm election.                               

WASHINGTON (AP) -- Vice President Joe Biden says his central message to Democrats is not to apologize for the party's policies heading into the 2014 midterm election.

Biden is addressing state party chairmen at a Democratic National Committee summit. He says he's tired of hearing about the demise of the Democratic Party.

Biden says Democrats are too shy. He says they're not talking enough about what they believe. He says if Democrats do that, they'll win.

Biden's comments come as Democrats are defending themselves against Republican attacks over President Barack Obama's unpopular health care law.

The vice president says he and Obama will do everything they can to raise money for Democrats and help them in their races. He says he's agreed to participate already in more than 120 races.
