The Chicago City Council is expected to give final approval to increasing the city's minimum wage to $13 by 2019.
The council is scheduled to meet Tuesday morning. A council committee advanced the plan Monday.
Mayor Rahm Emanuel called the special meeting amid fears the Illinois Legislature would pass a measure preventing cities from setting their wage at a level higher than the state's.
The General Assembly returns to Springfield on Tuesday for the final week of its fall session. Legislators could vote on a plan to raise Illinois' $8.25-per-hour wage to $11 by 2017.
Business groups have said they fear that raising the wage could lead to job losses.
Emanuel is seeking re-election in February. He says no one who works should have to raise their family in poverty.
