A $1 billion nitrogen fertilizer plant proposed for southern Indiana's Spencer County would create 1,200 construction jobs over three years and about 80 full-time jobs. ROCKPORT, Ind. (AP) -- A $1 billion nitrogen fertilizer plant proposed for southern Indiana's Spencer County would create 1,200 construction jobs over three years and about 80 full-time jobs.

Fairfield, Ill.-based Ohio Valley Resources LLC announced Wednesday that it filed an air permit application for the plant with the Indiana Department of Environmental Management last week.

OVR says it plans to build the plant on 150 acres north of Rockport, but the company says competing sites in Kentucky also are being evaluated. Rockport is about 30 miles east of Evansville.

The plant would produce more than 2,400 tons per day of ammonia and 3,000 tons per day of urea ammonium nitrate solution for fertilizer. Some of the ammonia production could be used to reduce emissions in nearby coal-fired power plants.
